SPU proposes to update charges for development-related services on Nov 1, 2023

Seattle Public Utilities (SPU) plans to update charges for development-related services, including water service installations (“taps”), the water connection charge, water main extensions and improvements, hydrant services, drainage and wastewater core taps, and others.

Current charges do not reflect the actual costs for SPU to provide these services in 2023. Updating these charges will ensure that SPU is recovering the full cost and that ratepayers are not subsidizing these individual services.

To update separate charges, SPU will need to adopt a Director’s Rule. The public can comment on the rule during a formal comment period, which ends on October 2, 2023.

If the director’s rule is adopted, revised charges will become effective on November 1, 2023.

SPU System Development Charges and Utility Infrastructure Funding Options - Stakeholder Meeting

Seattle Public Utilities (SPU) hosted a virtual meeting to seek input on system development charges and utility infrastructure funding options on Thursday, May 25, 2023.

Throughout April and May, we have engaged with stakeholder groups and shared ideas on System Development Charges (SDCs) as a way to improve the equitable allocation of costs between all developers.
