ORCA Opportunity for SHA Tenants

The Seattle Housing Authority (SHA) Pilot is a partnership between SHA and the Seattle Deparment of Transportation (SDOT). Pilot participants receive a temporary, fully-funded ORCA card to take transit at no cost. 

All current cards are valid through February 28, 2023. 

Program Registration

The Seattle Housing Authority Pilot is now accepting new applications on a rolling basis. If you are eligible for the program, please fill out our registration form. If you qualify for the program, our team will reach out to you via email or phone and mail you your free ORCA card. Please note that completing the form does not guarantee that you will receive a card.

Program Participant Eligibility Requirements

To be eligible tenants must:

  • Live in a pre-selected SHA property
  • Be ages 19 - 64
  • Live in a household that earns less than 30% of the Area Median Income (AMI)

Replacement ORCA Cards


If you lost your ORCA card and need a replacement, please contact us by emailing ORCAOpportunity@seattle.gov or calling/texting 206-256-ORCA (6722). We will mail the replacement card to you.
