15th Ave W/NW and Ballard Bridge Paving Project

Thank you to all who provided us feedback on our online survey!

Over the past few months, we conducted outreach to businesses and community members and released an online survey to understand your travel needs on 15th Ave W/NW during construction. We received over 900 responses! This feedback will help inform how we can minimize travel impacts during construction and help people find alternate travel routes. We’re now reviewing survey responses and feedback to start developing our construction plan.

The 15th Ave W/NW and Ballard Bridge Paving project has reached its 90% design milestone.

During our community outreach we shared our project plans with neighbors and heard concerns about anticipated travel disruptions along 15th Ave W/NW. Despite this, people acknowledged the necessity of this maintenance project to preserve one of the City’s busiest arterials. We also heard a need for more pedestrian and bike improvements that connect the east and west side of 15th Ave NW, between W Emerson St and NW 58th St

The work we’ve identified in the new design plan includes

  • Paving 15th Ave W/NW from W Emerson to NW 57th St including the fixed portions of the Ballard Bridge
  • Installing new sidewalks, driveways, and stormwater drainage in select locations
  • Upgrading all non-compliant curb ramps to be ADA compliant
  • Installing new curb ramps at all east-west crossings
  • Updating pedestrian crosswalk signs and pavement markings with new paint at existing crossing locations along 15th Ave W/NW
  • Planting new trees and replacing old trees with new ones in selected areas
  • Installing new or expanded tree pits
  • Installing red “bus only” lane markings on existing transit lanes on northbound 15th Ave NW between NW 52nd St and NW Market St
  • Replacing the bridge expansion joints
  • Improving earthquake safety by strengthening the Leary Way Bridge (Located just north of the Ballard Bridge)

Our project team is still in the process of working on the final design to address the recommendations we heard and seeing how we can incorporate additional design elements that provide more improvements for people who walk and bike along the project corridor. As a pavement preservation and Levy to Move Seattle project, we seek opportunities that fit within the budget, schedule and engineering constraints to make important safety and accessibility improvements. We hope to share final the design this spring.

Project Overview

15th Ave W/NW is a major roadway serving northwest Seattle. The corridor connects Ballard, Interbay, North Queen Anne, and Magnolia and is a major transit street, serving King County Metro routes 15,17, 18, 40, 44, and the D-line. This section of 15th Ave W/NW includes the Ballard Bridge and provides access to commercial businesses, grocery stores, and residences.

As part of the Levy to Move Seattle AAC (Arterial and Asphalt and Concrete) Paving Program, the Seattle Department of Transportation (SDOT) is paving 15th Ave W/NW and the Ballard Bridge Deck between W Emerson St to NW 57th St as soon as Summer 2023. The project will restore the road condition of a critical piece of Seattle’s transportation network and contribute to SDOT’s Levy commitment to pave up to 180 lane-miles of arterial streets by 2024.

It will extend the useful life of one of Seattle's busiest streets and bridges and contribute to a safer and more comfortable travel experience for all road users. As part of Seattle’s freight route, this will also be a major investment in the freight network and serve large trucks, the maritime industrial business, port facilities, and key business needs on this side of town.

  • Noise, dust and vibrations during work hours
  • Construction staging and parking impacts near the work sites
  • Changes in construction schedule due to unforeseen circumstances (i.e., weather, soil conditions, etc.)

This project is part of SDOT's Arterial Asphalt and Concrete (AAC) Paving Program. Design and construction of our paving projects are funded by the Levy to Move Seattle, approved by the Seattle voters in November 2015. Learn more about the levy at seattle.gov/LevytoMoveSeattle. This project also received funding from a Puget Sound Regional Council (PSRC) grant and a National Highway Freight Program (NHFP) grant.

Q&A

Each year, we pave arterial streets in poor condition to make them safer, smoother, and to extend their useful life. We prioritize paving based on pavement condition, traffic volume, geographic equity, cost, and opportunities for grants or coordination with other projects in the area. Keeping our transportation system in a good state of repair helps lower the cost of future maintenance. Like many of our arterials, it’s important to maintain them since they are primary routes for moving people and goods through the city and connecting neighborhoods and business districts to one another and the regional transportation network.

15th Ave W/NW and the Ballard Bridge is one of the City’s most heavily used arterial streets. Repaving 15th Ave W/NW (between NW 57TH and W Emerson St) and the approach spans for the Ballard Bridge will restore the pavement condition of a critical piece of Seattle’s arterial network. This project also contributes to SDOT’s Levy commitment to pave up to 180 lane-miles of arterial streets by 2024.

We are currently in the planning phase of the project and as such, we’re still determining the details of construction. Details may include: starting locations, work hours (including nights and weekends), the potential for detours, and road closure times. We expect to start construction Summer of 2023 and anticipate construction being completed by Fall 2024.

Businesses in and around the surrounding project area will be able to remain open and entrances will still be accessible.  We encourage neighbors to continue shopping and using their services. We are committed to work with business owners and staff to address their concerns and potential construction impacts.

This project will not replace the bridge. We will be repaving asphalt along 15th Ave W and NW (between NW 57th and W Emerson St) up to the metal grates (bascule) of the bridge. While we complete the repaving of the bridge, we will also include maintenance and repairs to the bridge deck. This will preserve the life of this critical piece of infrastructure and support the safety and mobility for the traveling public.

We aim to maintain one lane in each direction at all times during our construction and do not have plans to fully close the bridge.  We will be looking at ways to mitigate traffic impacts such as targeting specific times of the day and nights to do this work so it’s less impactful to commuters and surrounding neighbors.

Bike facilities on the Ballard Bridge are outside the scope of this project. This project is focused on preservation of our existing infrastructure and not building new infrastructure. We understand and acknowledge that the Ballard Bridge is a key north-south connection across the Ship Canal/Salmon Bay for people biking, and all modes of transportation. There may be temporary bus stop relocations during construction. We will do our best to provide notice about any upcoming bus service changes, but we also recommend you sign up for King County Metro’s Rider Alerts to stay up to date on the latest information.

Paving on 15th Ave W/NW and Ballard Bridge and the Sound Transit Light Rail line in Ballard have different timelines and scopes of work. This paving project does not anticipate conflicting project designs or construction impacts to the Ballard Light Rail line. As we move forward with our project, we will continue to coordinate with Sound Transit if any changes arise. We will communicate with neighbors throughout the design and construction phases of the 15th Ave W/NW & Ballard Bridge Paving Project. Planned efforts include calling key stakeholders, delivering project information to nearby businesses and residents, and meeting with neighborhood groups to learn how we can best accommodate travel needs and minimize construction impacts.
