RPZs – Types of Permits and Fees

If you are a resident living in a designated Restricted Parking Zone (RPZ) you may qualify for the parking permits listed below.

Note: If you are applying for an RPZ permit within 60 days of your Zone's expiration date, you may want to apply for an RPZ short-term permit instead, and then apply for your two-year permit after the current permit cycle ends. RPZ permits are not prorated.

Permits for residents are now digital. 

We have moved to a digital permitting system for RPZ resident permits. Residents will no longer receive physical decals. Your license plate(s) will be stored electronically.

If you order a guest pass, you will still receive a physical hangtag. 

RPZ Permit Types

These are for residents with a vehicle registered at an eligible address. Permits generally cost $95. Each address is eligible for up to four decal permits. Some zones are partially or fully subsidized by nearby major institutions. Most permits renew on a two-year cycle. As zones renew, they will transition to virtual permits - no decals!

Guest permits are generally $95. Each address is eligible for one guest permit. Click here to apply online.

Discounted RPZ permits are available for $10.

To qualify for a discounted permit, please submit your application with one of the following types of documentation:

  • Supplemental Nutrition Assistance card (formerly food stamps)
  • Energy assistance from Seattle City Light or Puget Sound Energy
  • Rental assistance from Seattle Housing Authority (Section 8) or copy of rental agreement in SHA property
  • Temporary Assistance to Needy Families (TANF) check or stub
  • Lease/rental agreement from Plymouth Housing, CHHIP, or other low-income housing providers
  • Proof of Supplemental Security Income (SSI) – NOT regular Social Security income
  • Issuance of King County Metro Transit Low-Income Fare Card (ORCA LIFT)

60-day short term permits can be issued if you are waiting to update your vehicle registration to your eligible address.  

One-day short term permits are available for all Zones except Zones A and B. You may use up to five per day, and up to a total of 50 per year, per address. One-day permits are $1 each.

60-day permits cost $25 for each 60-day period. We will only issue two consecutive 60-day permits.

When you submit your application for permits online, you will be emailed a 28-day temporary permit to use while it is being reviewed and processed.

After your application is successfully processed, you will be emailed a 15-day temporary permit to use until you receive your permanent permits in the mail. If your Zone has moved to virtual permitting, you will receive notice that your RPZ permit is now active.

If your business is located within a Southeast Seattle Link Light Rail Zone (RPZs 16, 28, 29, 30, or 31), employees and volunteers are eligible for RPZ permits. Businesses in these zones are also eligible for up to two Guest permits.

One person from the business must submit vehicle information for each employee or volunteer, as well as a City of Seattle Business License. Click here to apply for Southeast Seattle business permits online. 

Businesses in all other areas:

SDOT considers requests for RPZ permits for employees within an RPZ based on specific criteria. More information about this process is available here. Business permits are not issued in most dense urban neighborhoods, including Capitol Hill, First Hill, South Lake Union, Eastlake, Fremont, Roosevelt and Uptown.

RPZ Permit Costs

The typical new fee for an RPZ permit is $95 per vehicle. However, some Zones are subsidized by nearby major institutions because their employees and/or students impact parking. For specific fees by Zone and area, please see the chart below.

Note: Regular resident RPZ permits are digital and vehicle-specific. Guest permits, which can be transferred from vehicle to vehicle, cost $95*.

  • *The Guest Permit prices listed below are the prices of a Guest Permit when purchased in combination with an RPZ permit. When purchasing a Guest Permit only, the price is the same as the price listed in the “1st Vehicle at address” column.
