Draft 2025 Annual Action Plan (AAP)

The City of Seattle announces the release of the Draft 2025 Annual Action Plan (AAP) to the 2024-2028 Consolidated Plan for Housing and Community Development. The draft 2025 AAP includes proposed guidance for the allocation of an estimated $29 million of federal grant and program revenue funds [approximately $22 million in Community Development Block Grant (CDBG) funds including prior year and program income funds;  $2.9 million in HOME program funds, $833,790 in Emergency Shelter Grant Program (ESG) funds and $3.8 million in Housing Opportunity for Persons with AIDS (HOPWA) funds] from the U.S. Department of Housing and Urban Development (HUD).

The Annual Action Plan responds to HUD requirements for the City of Seattle to access these funds. The Plan outlines strategies to address the housing, homeless, community and economic needs of the City’s low and moderate-income residents and neighborhoods during the 2025 program year.

The Draft 2025 Annual Action Plan is available for a 30-day public comment period beginning December 6, 2024, online at:

The community is invited to attend (in person or virtually) a public hearing on Tuesday, December 17th at 2:00pm at the Full Council meeting.

Public comment will be taken at that time on the Draft 2025 Annual Action Plan.  The meeting will be held in City of Seattle Council Chambers, located at:

Seattle City Hall, 600 Fourth Avenue
Council’s Chambers are on the 2nd floor.

Information on participating in the public hearing will be included in the meeting agenda at https://www.seattle.gov/council/committees. Meeting agendas are posted at least 24 hours in advance of the meeting.

This Draft Consolidated Plan includes proposed guidance for the allocation of an estimated $19 million of federal grant and program revenue funds [approximately $9.5 million in Community Development Block Grant (CDBG) funds, $3.7 million in HOME program funds, $826,314 in Emergency Shelter Grant Program (ESG) funds and $3.7 million in Housing Opportunity for Persons with AIDS (HOPWA) funds] from the U.S. Department of Housing and Urban Development (HUD).

The Consolidated Plan responds to HUD requirements for the City of Seattle to access these funds. The Plan outlines strategies to address the housing, homeless, community and economic needs of the City’s low and moderate-income residents and neighborhoods over the next five years.

Final Draft 2023 Annual Action Plan (AAP)

The City of Seattle announces the release of the Final Draft 2023 Annual Action Plan (AAP) to the 2018-2023 Consolidated Plan for Housing and Community Development. The Final Draft 2023 AAP includes proposed guidance for the allocation of an estimated $20.2 million of federal grant and program revenue funds [approximately $9.5 million in Community Development Block Grant (CDBG) funds, $3.7 million in HOME program funds, $826,314 in Emergency Solutions Grant Program (ESG) funds and $3.7 million in Housing Opportunity for Persons with AIDS (HOPWA) funds] from the U.S. Department of Housing and Urban Development (HUD).

The Plan describes the allocations of these funds to address the housing, homeless services, community development, and economic development needs of the City’s low- and moderate-income residents and neighborhoods.

Draft 2022 Consolidated Annual Performance and Evaluation Report (CAPER)

As required by the U.S. Department of Housing and Urban Development (HUD), a draft of the City of Seattle’s 2022 Consolidated Annual Performance and Evaluation Report (CAPER) is now available for 15-day public review and comment. This report describes the benefits and results achieved through the expenditure of four federal grants in 2022: Community Development Block Grant (CDBG), Home Investment Partnerships (HOME), Housing Opportunities for Persons with AIDS (HOPWA), and Emergency Solutions Grant (ESG) funds. Certain federal HUD production reports such as federal expenditures by activity are also available upon request.
