Dawn Lindell
Dawn Lindell joined Seattle City Light as the General Manager and CEO in 2024. She has 20 years of utility experience in electric distribution and transmission, water, wastewater, and gas. Before coming to City Light, Dawn served as the General Manager at Burbank Water and Power, setting strategic direction and delivering water, power, and business high-speed internet to the media capital of the world.
She has experience leading two federal multi-state regional transmission utilities, serving as a transformational Chief Information Officer at both municipal and federal utilities, and leading customer service at a large municipal utility to top-quartile J.D. Power customer service performance.
Dawn has a bachelor’s degree in chemical engineering from the University of Notre Dame and a master’s degree in business administration, with a focus on information technology, from the University of Colorado, Colorado Springs.
Mike Haynes
Mike joined City Light in 2000, was appointed Chief Operating Officer in April 2024, and served as the Interim General Manager and CEO from July 2023 to February 2024. He oversees City Light's generation and technical services work, including all utility engineering functions, project and construction management, asset management and large capital projects, as well as the utility's environmental policies, programs and planning efforts, including natural resource, environmental management, permitting, hydro licensing and compliance, science policy and real estate. He previously held the titles of Assistant General Manager, Chief Operating Officer, Power Supply Officer, Energy Generation Operations and Engineering Officer, and Director of Power Production.
Mike has an extensive background in utility operations, hydroelectric power generation, and engineering. Prior to joining the utility, he served in program management and engineering roles at HDR, Inc. and Puget Sound Energy. Mike is a registered professional engineer and holds a bachelor's degree in mechanical engineering from Seattle University.
Leigh Barreca
Leigh joined Seattle City Light in 1990 and is currently serving in the role of Interim Chief of Staff. Leigh spent the first part of her career in the City Light Information Technology Division in several leadership roles. Since 2016, Leigh has been the lead for the development of the City Light Strategic Plan, as well as corporate performance metrics and benchmarking.
Prior to joining City Light, Leigh served for three years in the Peace Corp (Gabon and Togo) and worked for a Seattle non-profit serving the refugee community.
Leigh holds a Bachelor of Arts from the University of Idaho and an MBA from the University of Washington’s Foster School of Business.
Andrew Strong
Andrew joined Seattle City Light in 2007 and is currently serving in the role of Environmental, Engineering, and Project Delivery Officer for the utility. Prior to this position, he held the position of Director of Engineering and Technology Operations, which included oversight of the engineering teams for Standards, Network, Transmission, Distribution, Joint Use, Streetlight, Substation, System Planning and Generation Engineering support. He previously served as the Director of Asset Management and Large Projects, and as a manager within the Generation and Engineering division of Seattle City Light.
Andrew is a Mechanical Engineer. Prior to joining the utility, he held positions in the general contracting industry which included constructing large building infrastructure within the city of Seattle.
Siobhan Doherty
Siobhan Doherty joined Seattle City Light in September 2022 and was appointed the Power Supply Officer in 2024. The Power Supply Business Unit is responsible for power marketing, participation in the California Independent System Operator (CAISO) Western Energy Imbalance Market, resource planning and acquisition, and managing the utility’s portfolio of wholesale power contracts.
Siobhan is an experienced energy professional and leader with over 15 years’ experience in the industry. Prior to joining Seattle City Light, she led power procurement and planning as Director of Power Resources at Peninsula Clean Energy in California. Before joining Peninsula Clean Energy, Siobhan spent 5 years at SunEdison (previously Fotowatio Renewable Ventures), a developer, operator and owner of solar power plants, in multiple leadership roles related to project finance, development, contracting, and innovation.
Siobhan is a graduate of Smith College in Northampton, MA. She also holds an MBA and an MS from the University of Michigan in Ann Arbor.
DaVonna Johnson
DaVonna joined City Light in 2004 and was appointed to her current position in 2009. Prior to her appointment to this position, she served as the Talent Acquisition and Development Manager in Human Resources.
Before joining the utility, she worked for the City of Seattle for five years and has worked in both the public and private sectors.
DaVonna has bachelor's and master's degrees in business administration from Washington State University.
Kirsty Grainger
Kirsty has been with City Light since 2007, serving in various roles in Corporate Performance and Finance.
Before joining the utility, she worked at Puget Sound Energy and at pharmaceutical company Eli Lilly.
Kirsty holds a bachelor's degree in mathematics from Whitman College and master's degree in engineering-economic systems and operations research from Stanford University.
Craig Smith
Craig joined City Light in 2014 as Conservation Resources Director. He has more than 40 years of experience with the electric utility industry, including serving three years as the CEO of Richard Heath and Associates and six years as Assistant General Manager of Snohomish County Public Utility District.
Craig received a bachelor's degree in urban planning from Antioch College.
Maura Brueger
Maura has been the Director of Government and Legislative Affairs at Seattle City Light since 2010, where she manages federal, state and regional government relations as well as city council relations for the utility. Prior to City Light, she directed the Deputy Secretary's Office at the U.S. Department of Housing & Urban Development from 2009-2010 and spent 12 years as senior staff to King County Executive Ron Sims. Earlier in her career, she worked in international political development, public affairs and political campaigns in the United States and abroad.
Maura received a Bachelor of Art Degree in Political Science from the University of Michigan.
Julie Moore
Julie joined City Light in January 2019 as Media Relations Manager and was appointed Communications Director in May 2020. She brings more than 15 years' experience leading communications at the City of Seattle, including for the Office of Housing and the Department of Finance and Administrative Services, managing public and media relations, writing and editing, and developing strategic messaging for a variety of audiences.
She holds a bachelor's degree in communications from Washington State University.
