"PRECAUTIONARY PRINCIPLE" FOR SEATTLE PLANNING?
Councilmember Nick Licata poses questions for Earth Day dialogue
SEATTLE - In an Earth Day discussion on Seattle's Comprehensive Plan, which is undergoing a 10-year overhaul this year, Seattle City Councilmember Nick Licata will ask whether Seattle should consider the "precautionary principle" in its planning process.
The "Precautionary Principle" is a value statement intended as an approach to decision making. It asks decision-makers, policymakers and communities to consider the full range of direct and indirect costs of decisions to our health and the environment, even when full scientific certainty about potential harmful effects is lacking.
Licata will pose questions such as "What might be the impacts of including precautionary principles in the City's Comprehensive Plan?" and "How have other jurisdictions incorporated precautionary principles into their planning guidelines?"
Among the panelists invited to participate in the discussion are representatives from:
· Seattle Department of Planning & Development
· Seattle Planning Commission
· Seattle Law Department
· The Seattle Precautionary Principle Working Group
· National Precautionary Principle Advocates
