Scope
On new construction projects receiving Energy Smart Services (ESS) funding for energy conservation measures, Seattle City Light may offer a separate contract to cover commissioning of some of the measures supported by the ESS energy conservation grant.
Purpose
The purpose of the Seattle City Light commissioning contract is to coordinate building commissioning with Seattle City Light’s inspection activity, to avoid duplication of effort, and increase the depth with which energy conservation measures are checked out prior to payment.
Seattle City Light is most interested in taking this approach where the standard Seattle City Light verification procedure includes collection and review of control system trend logs. The commissioning report to Seattle City Light would include the trend logs and the commissioning agent’s review of the trend results.
How to Obtain a Seattle City Light Commissioning Contract
- The customer signs an Energy Smart Services contract for energy conservation measures.
- Seattle City Light and the customer’s commissioning agent agree on a scope of work and a cost for commissioning specific energy conservation measures.
- On the basis of that agreement, a second contract is then signed between the customer and Seattle City Light, for the energy conservation measure commissioning.
