2009-2012 Consolidated Plan for Housing and Community Development

2011 Substantial Amendment

The City of Seattle revised the following sections of the 2009–2012 Consolidated Plan for Housing and Community Development:

  • Attachment 1 - Section 4.3.3: Annual Allocation Plan
  • Attachment 2 - Section 5: Housing Policies in the 2011 Update to the Consolidated Plan

The Consolidated Plan affects how the City uses four federal funds sources to assist low- and moderate-income persons: 1) the Community Development Block Grant, 2) Housing Opportunities for Persons with AIDS, 3) Home Investment Partnership, and 4) Emergency Shelter Grant.

The federal government engaged in protracted budget discussions late in 2010 and through the first quarter of 2011. The resulting budget for the 2011 Consolidated Plan funds, particularly for the CDBG program, are dramatically lower than anticipated when estimated in November 2010. As a result, the Substantial Amendment from the Mayor to City Council will:

  1. Reduce expenditures supporting homeless services in compliance with CDBG regulation restricting public services spending but backfill the entire CDBG reduction with General Fund, resulting in no net loss of services;
  2. Decrease administrative costs;
  3. Reduce capital expenditures for affordable housing slightly;
  4. Delay part of the 2011 payment due to the Rainier Valley Community Development Fund until 2013.
