Experience: USMC WWII Quadalcanal and Guam. US MCR VMF216 Seattle. 41 St INFANTRY DIV WNG. USAF, retired 12 Aug 83. Advanced from Pvt. to full Colonel. 30 years lobbyist with Seattle and State Legislature. Juvenile Protection Chairman - Seattle Schools. Security advisor to neighborhood groups. Elected Seattle Freeholder 1975. Campaigned against the adopted Charter which the voters rejected.

The elected mayor and council blindfolded the public by passing the rejected charter one article at a time. They deleted the offices of Treasurer and Comptroller. Downtown interests benefited because the guard dogs were eliminated.

I am opposed to elected officials spending tax dollars on proposed construction or large programs until the present Charter is changed to include a Comptroller and Treasurer. Council Bonds included.

Seattle Mayor and Council are confronted with many problems to resolve before they know what has to be built, to what extent beyond the present, the ability of the taxpayers to afford and adequate means of redressing wrongs. Each is aware they have an elected City Attorney to consult.

All city departments have morale and performance problems attributed to poor leadership from the top down. Qualifications are a major factor. Leadership is lacking. Training is lacking. Support is non-existent. Discipline and supervision is uncontrolled, erratic and political.

Our Public Safety Departments - Police & Fire are in dire need of major overhaul. They need a lot of assistance from the mayor and support from the Council. They both have good people in the field but they lack the leadership and support to increase morale and performance. Let's leave politics to the politicians and the workers to serve the citizens.

The construction of the two sports stadiums and demolition of one was in defiance to the voting public and considerably beyond the public's ability to perform without personal sacrifice. How long before the families abstain support because of the costs. I am a supporter of sports but not foolishness.

Our Mayor and Council should not be in the real estate business with our tax money. Their responsibilities should be administer to the citizens needs within the citizens ability to pay rather than have the city declare bankruptcy. If you haven't got it, don't spend it.
