I was born in Shanghai, China on December 28, 1926. I was also raised, educated and during World War II, interned there. In 1945, I arrived in the U.S, served in the U.S. Air Force (1948-1952), and graduated from Seattle University in 1966 with Bachelor of Science degrees in Electrical Engineering and General Science. After twenty years as an electrical engineer at Seattle City Light, I retired in 1989.

City Councilmembers are the stewards and trustees of the affairs and finances of the city. Like you, I want a safe, diverse, well-maintained, well-managed City with an administration that is accountable to the people. Unfortunately, that is not what we have.
Goal #1 I will work to return integrity to the Council. The City should never let the end justify the means. That principle was exemplified in its agreements with the developers of the Key Tower and the Pacific Place Garage. To assure getting the buildings, the City had helped them avoid paying the Real Estate Excise Tax totaling $2 million which would have gone to the state's K-12 general fund.
Goal #2 I will work to return fiscal responsibility to the Council. The indiscriminate use of non-voter approved bonds has allowed the City to consider its major own self-interests first, such as the purchase of the Key Tower and authorization for a new Civic Center. So far, this "credit card mentality" has already indebted the people of Seattle for more than $600 million.
Goal #3 I will focus on legitimate civic concerns, such as the "Mercer Mess", the homeless, "affordable" housing, public safety, citizen emergency preparedness plans, and the backlog of problems on the City's infrastructure. The City has always had the money for these critical issues, yet they are seldom considered - if at all - for serious funding.
CIVIC ACTIVITIES: I have had the experience of...co-authoring statements for the Voters' Pamphlet...being the employee-elected member of the King County Personnel Board...chairing the "Shareholders of Seattle", which opposed the City's indiscriminate use of bonds and levies...being a member of the State Board for Community College Education, and...chairing the Board of CARITAS a tutoring and assistance service.
