By amending the Seattle City Charter, we clarify certain
sections, delete or change certain provisions that have become
obsolete or eclipsed by state law, and bring provisions into line with
the present needs and expectations of the citizens and officials
of Seattle. The Charter is ambiguous as to the City officials
who must be sworn into office. Proposition 14 clarifies that oaths
are to be administered to elected officials and heads of
departments and offices. This change does not represent a major shift in
authority or policy as currently embodied in the charter.

Rebuttal to Statement For
Assistants to City Officers do the day to day work for the
Mayor and Councilmembers. The work they do is important. They
have access to private, personal, legal and financial information
and should be required to take the oath of office. This oath
basically recognizes that they are in a position of power and trust and
that they will honor that position. There is no valid reason to
delete this requirement from the City Charter.
