By amending the Seattle City Charter, we clarify certain
sections, delete or change certain provisions that have become
obsolete or eclipsed by state law, and bring provisions into line with
the present needs and expectations of the citizens and officials
of Seattle. The Charter does not adequately address the
occasional situation in which the Civil Service Commission is unable to
act on an appeal. Proposition 9 addresses this situation and
also adds a provision that establishes a procedure for appointing
a pro-tem Commissioner if one of the three members is
incapacitated or recused.
