By amending the Seattle City Charter, we clarify certain
sections, delete or change certain provisions that have become obsolete
or eclipsed by state law, and bring provisions into line with the
present needs and expectations of the citizens and officials of
Seattle. Proposition 4 deletes obsolete references to the Treasurer,
Comptroller, and Board of Public Works, all of which were eliminated
by a previous Charter Amendment. This change does not
represent a major shift in authority or policy as currently embodied in
the charter.

Rebuttal to Statement For
The City took care of this in 1991 by adding one sentence to
the City Charter. That sentence basically explained that in order
to allow for the reassignment of certain functions of the
Comptroller and Treasurer, without having to change all Charter
references, that the term City Comptroller and City Treasurer shall refer to
the City Clerk and Director of Finance. This has been understood
for 9 years. One sentence took care of it. The elected positions
of Comptroller and Treasurer are needed, people are working to
bring them back. Leave the words Comptroller and Treasurer in
the Charter so we don't have to change them back again. Vote
NO on Proposition 4.
