Rebuilding the Seattle Center again? Been there, done that.

The Seattle Center is a regional attraction and should receive funding from regional taxing jurisdictions. Seattle taxpayers should not have to bear the total cost of the maintenance, repair and renovation of this facility over and over again. The City has an obligation to pursue regional financing for Seattle Center improvements. For the City's part if planned improvements are wise (unlike the current proposal which will needlessly demolish the Seattle Center Flag Pavilion just to build a smaller one on the same site a la Kingdome style) and if they are done at a slower pace, then non-property taxes (such as councilmanic bonds) can be used to accomplish the task. Raising property taxes, another $72 million dollars, reduces the availability of affordable housing and increases traffic congestion as more and more people are forced out of Seattle and into a daily commute.

A little history is crucial to understanding the rash of financing demands Seattleites have been bombarded with and why we should Vote NO on Proposition 1. The Mayor and City Council have been on a taxing and spending spree ever since they duped voters into eliminating the City Comptroller and Treasurer under the guise of saving money. (1991) Both were elected positions and were vital to overseeing fiscal accountability and preventing excessive spending and taxing. The duties of the City Treasurer were taken over by the Director of Finance, an appointed position, who seems to approve everything that comes down the pike. The Comptroller's duties were taken over by the City Clerk (an appointed position). Result? Minimal oversight, very little accountability. How many more "public-private partnerships" can Seattle citizens look forward to where millionaires and billionaires get everything they demand and the taxpayers get to pay 100% of the "partnership" costs? How many more historic public buildings, like the Pacific Medical Center, will we lose to private companies who are only too happy to receive Seattle's corporate welfare?

  Rebuttal to Statement Against
 
 

Proposition 1 is neither a new tax nor a tax increase. Instead, it's a continuation of the 1991 levy where the average homeowner pays $37 a year over the life of the levy. Through Proposition 1, Seattle Center will leverage more than $65 million in private and other public funds.

This levy continuation renovates the Opera House, replaces the Flag Pavilion and builds or fixes up Community or Civic Centers in Ballard, Lake City, International District, Northgate, Sand Point, Southwest, Van Asselt, Jefferson Park, High Point, Yesler and Belltown.

The Flag Pavilion projects builds a new Festival Hall, creates a new acre of green space and replaces a facility which has rotten ceiling beams and fails to meet safety standards. Funding will include private donations.

The Seattle Center and our Parks Department Community Centers are owned by all of us. Let's continue Seattle's commitment to safe and accessible gathering places.
