We have not yet written checks for these expenditures, but we are reporting them today as Debts & Obligations Payable.

I have determined after reasonable inquiry that the independent expenditures reported herein by the Civic Foundation on Sept. 14, 1999, were made to the best of my knowledge without consultation, collusion, or collaboration with the candidates endorsed by the Foundation, the officers of such candidates, or such candidates' agents.
I declare under penalty of perjury under the laws of the State of Washington that the above is true and correct.
