  For the following Ballot Title:

Initiative 45 - To construct and improve 25 neighborhood libraries and a downtown library, shall Seattle be authorized to borrow up to $160 million in non-excess-tax bonds, allocating not more than $87 million for neighborhood libraries, $47 million for a downtown library (with limits on additional City funding), $19 million for computers and technology, $4 million for books and materials; and shall maintenance requirements, minimum operating hours, and future library appropriations be mandated, all to be separately funded?"
