COLMAN NEIGHBORHOOD ASSOCIATION of JUDKINS PARK

MISSION
Create and sustain a safe and vibrant neighborhood where residents support each other and work together toward shared goals for beautification, diversity, and prosperity.

GOALS
1. Conduct programs and activities that build community through service and volunteering.
2. Collaborate with Seattle Police Department, East Precinct Crime Prevention Coalition and Seattle Neighborhood Group to keep the neighborhood at a high level of safety for residents.
3. Increase neighborhood participation by developing programs and activities that reach out to new residents and to underserved and under-active segments of the neighborhood, especially the elderly and youth.
4. Maintain connections with neighboring block watches, community councils and business/development associations to ensure representation and foster safe neighborhoods throughout the Central Area.

BYLAWS
The following are to be the rules and regulations governing the internal affairs of the Colman Neighborhood Association, which officially adopted association status by consensus of the attending members on April 27, 2005.

ARTICLE 1. Membership

Section 1. Anyone may be a member of the Colman Neighborhood Association by attending a meeting and providing contact information. Every member attending a meeting has a vote.

Section 2. The geographical boundaries of the Colman Neighborhood Association are: Martin Luther King Jr. Blvd. on the east; 23rd Ave. South on the west; Jackson Ave. on the north; Massachusetts on the south.

Section 3. There are no membership dues.

ARTICLE 2. Purpose

Section 1. The purpose of the Colman Neighborhood Association of Judkins Park is to promote neighborhood safety, prosperity and community.

Section 2. The purpose of the monthly meetings is to provide a forum for discussion and decisions regarding neighborhood-wide concerns, activities and programs relating to the mission of the Colman Neighborhood Association.

ARTICLE 3. Meetings

Section 1. Community-wide meetings shall be held quarterly on the first Tuesday of the month unless announced and approved by the Coordinating Committee. Nine members shall constitute a quorum.

Section 2. Coordinating Committee meetings shall occur in the intervening months and shall be held on the first Tuesday of the month unless announced and approved by the Coordinating Committee. Five members of the Coordinating Committee shall constitute a quorum.

Section 3. Changes to the standing meeting dates may be made or special meetings may be called, by the Coordinating Committee, with a minimum of seven calendar day’s notification, to be given to all members whose contact information is current.

Sections 4. All meetings of the Colman Neighborhood Association and Coordinating Committee shall be open public meetings.

Section 5. No motion shall be entertained by the Association or by Coordinating Committee if it conflicts with the bylaws of the Colman Neighborhood Association.

Section 6. Meeting locations will be announced no later than seven calendar days prior to the meeting.

Section 7. Minutes shall be distributed by email and available in hardcopy, by request, within two weeks after a meeting. Corrections will be solicited at the time the minutes are distributed. Minutes shall be assumed approved if no corrections are offered.

Section 9. The meetings shall be led by a facilitator, chosen by the Lead Coordinator from a rotating roster of volunteer facilitators.

ARTICLE 3. Committees

Section 1. The Coordinating Committee shall consist of the following:

1. Lead Coordinator
2. 2nd Coordinator
3. Scribe
4. Assistant Scribe
5. Liaison and backup to the Judkins Park Community Council
6. Liaison and backup to the Central Area District Council
7. Treasurer
8. Standing committee captains

From time to time, some positions may be filled by more than one person. (See Coordinating Committee Roles & Responsibilities for an up-to-date list of committees.)

Section 2. The members of the Coordinating Committee, with the exception of the Standing Committee Captains, shall be nominated and elected by the full membership in November of the year preceding their terms. The term of an elected Coordinating Committee member shall be one year. The term of a Standing Committee Captains is open ended.

ARTICLE 4. Administrative Provisions

Section 1. Bylaws shall not be altered, changed, or suspended unless such amendment, addition or suspension is submitted in writing to the membership and passed by 2/3 vote of the members present at the meeting. Copies shall be made available to members upon request.

Section 2. The Seattle Neighborhood Group shall act as the fiscal agent for The Colman Neighborhood Association.

Section 3. Only the Treasurer, Lead Coordinator and 2nd Coordinator may conduct financial transactions with the Seattle Neighborhood Group on behalf of the Colman Neighborhood Association, with the Treasurer being the primary agent. All transactions must be recorded with the treasurer.

Section 4. No members of the Colman Neighborhood Association may officially represent the Association in any manner without prior approval by the Coordinating Committee.

Section 5. Members’ contact information shall be kept confidential by the officers of the organization unless a member gives permission for his or her contact information to be shared with one or more other members of the Association
